What you’ll need at pickup.
Customs paperwork is the most common reason an international parcel stalls. Japan’s plant/animal quarantine (MAFF) is among the world’s strictest — ingredient labelling has to be honest at pickup.
KYC of the sender
One photo ID for the person whose name is on the AWB — Aadhaar, passport or driving licence. We photograph it at pickup; not stored beyond DTDC’s record.
Commercial invoice
For commercial goods (sealed-vegetarian bhujia B2B, handicraft samples), a printed invoice listing items, quantity and value with HS codes. For gifts, a written declaration suffices but value still must be stated. The recipient’s residence card (Zairyu Card) number speeds clearance.
Prescription (medicines)
For tablets going to a student or family member: a copy of the prescription with the doctor’s registration number. MHLW reviews medicines; sealed strips, name matching the recipient’s Zairyu Card. No injectables, no liquid medicines.
What Japan doesn’t let in.
Japan Customs (Zeikan) is efficient but strict. Plant and animal quarantine (MAFF) is among the toughest in the world. Items shipped against them are seized, destroyed, and may incur a disposal fee billed to the consignee.
Don’t even try
- Meat & meat products — extremely strict. Even sealed dry meat snacks and jerky are routinely rejected at MAFF inspection.
- Dairy products — fresh paneer, ghee, khoya-mithai, raw milk products. Some packaged exemptions exist; assume seized.
- Fresh fruit, vegetables, seeds, plants — MAFF is uncompromising. Even decorative dried flowers and untreated wooden items get flagged.
- Loose / open-pack bhujia or namkeen — needs to be sealed factory-pack with full ingredient labelling, vegetarian only, no animal-derived gelatine or traces.
- Live animals, insects, biological samples — quarantine clearance required.
- Narcotic-precursor chemicals & certain cosmetics — some ingredients banned under Japanese pharmaceutical law.
- Liquids and aerosols of any kind — universal courier rule.
- Lithium batteries above 100 Wh — restricted on air leg.

- Sealed factory-pack vegetarian Bikaneri bhujia & namkeen (B2B) — vegetarian-only, no animal-derived gelatine, no meat-derived flavour traces. Tokyo and Osaka Indian-restaurant supply uses this lane; declare every ingredient line-by-line.
- Textiles & sarees — block-print fabric, cotton clothing, lehengas, sherwanis. Declare a fair value.
- Books and printed material — any language including Japanese-translated Indian materials. Declare title and value.
- Sealed dry vegetarian sweets — declare every ingredient. Milk-based mithai may be flagged; choose besan ladoo / dry-fruit barfi over kalakand.
- Tablets with prescription — sealed strip, doctor’s prescription, name matching the Zairyu Card. No injectables.
- Non-precious jewellery, small electronics — declare make, model, value.

Can I export Bikaneri bhujia to Japan? Isn’t MAFF too strict?
Yes — but only sealed factory-pack vegetarian bhujia with full ingredient labelling. MAFF (Japan’s plant/animal quarantine) is uncompromising about meat traces and animal-derived gelatine, so the factory has to confirm vegetarian sourcing on the pack. Tokyo and Osaka Indian-restaurant supply runs this lane for sev, mixtures and namkeen. Declare every ingredient line-by-line on the invoice. Loose namkeen from a halwai counter will not clear — only factory-sealed vegetarian packaging.
How does Bikaner’s Jaipur or Delhi feeder affect Japan transit?
Bikaner has no airport. Express parcels go by road feeder to Jaipur (~330 km) or Delhi (~430 km), then air movement to NRT, HND or KIX via Mumbai or Delhi. The feeder adds about a day vs Udaipur’s 6–9 days, which is why Bikaner runs at 8–10. Most variance is on the air-leg side; Japan Customs itself is fast (24–48 hours) for compliant parcels.
Can I ship Diwali mithai to my family in Tokyo?
Vegetarian, sealed, no fresh dairy. Besan ladoo, dry-fruit barfi, kaju katli from a factory pack will usually clear; ghee-laden kalakand or fresh paneer-based sweets get flagged. Declare every ingredient on the invoice. Express in early; Diwali parcels arriving on the day are tight if customs picks the parcel for inspection.
