The belt around Bareilly and its neighbouring districts is the centre of India's menthol and mint-oil processing, and it deals with flavour, fragrance and FMCG buyers in the south. It is a liquid and it is volatile; no courier network carries it in either direction, in any quantity, sealed or not. Buyers who need a physical sample use a hazardous-goods forwarder, not a parcel service. Menthol crystal is a different classification and we will check it against the current schedule before booking rather than guess at the counter.
- Surma and kajal — Bareilly's bazaars are known for it and it goes into gift parcels almost by reflex. It is a cosmetic, and cosmetics are excluded from courier carriage outright. The rest of the gift travels perfectly well; leave the surma dabbi out.
- Attar and itr — the oil-based, alcohol-free perfumes sold across the old-city lanes. Still a liquid, still a fragrance, still refused on both surface and air. This one surprises people who assume the alcohol was the problem.

These need a licensed, temperature-controlled and regulated pathway. A courier parcel is not one, and the answer is no regardless of how the sample is packed.
